Oleksandr Dombrobskyi
I am working to ensure that clean energy becomes the foundation of Ukraine’s resilience and independence, fostering its integration into the EU. My focus is on shaping the country’s new energy architecture: decentralized systems, energy storage, biomethane, and other technological models that reduce the vulnerability of the state, businesses, and communities.
Foundation: Engineering, Economics, Systems Thinking
My professional foundation is engineering, economics and a scientific approach to complex systems. At the Vinnytsia Polytechnic Institute, where I studied automation and telemechanics, my engineering mindset and understanding of energy as a system were formed. A second degree in international monetary and credit relations and a PhD in Economics added an understanding of finance, governance and regulatory mechanisms. This combination later became the basis of my approach to infrastructure solutions.
Technology Entrepreneurship
In the 1990s, I focused on technology entrepreneurship and managing new business directions. Working in foreign economic research, at the "Centre" firm, the "Podillia Business Cooperation Centre" and at "Pivdenmash" gave me experience in launching and developing organisations that combined technology, manufacturing, international economics and business management. It was then that my entrepreneurial logic was shaped: turning ideas and technologies into working systems.
Managing Regional Systems
As Mayor of Vinnytsia and later as Head of the Vinnytsia Regional State Administration, I moved from business management to managing large territorial systems. My focus was on infrastructure modernisation, attracting investment and building a modern architecture for regional development. This stage gave me an understanding of how to combine development strategy, institutions and resources at the city and regional level.
Shaping State Policy
During this period, I worked on the architecture of rules for Ukraine's new energy sector. As acting Chair of the parliamentary energy committee, I led the adaptation of Ukrainian legislation to the requirements of the EU Third Energy Package. This primarily concerns the Laws "On the Electricity Market" and "On the Natural Gas Market", which laid the foundation for market demonopolisation, unbundling and the future synchronisation of Ukraine's energy system with the European one. We created the legal framework for the development of renewable energy, energy efficiency, more transparent market mechanisms and investment attraction.
Consolidation and Scaling
Today, my key focus is translating Ukraine's new energy architecture from strategy into practice. At Global 100% RE Ukraine, I work on industry consolidation and developing international partnerships — in particular to attract investment in Ukraine's green recovery projects. At MHP Eco Energy, this vision is embodied in specific tools and projects: through the Research & Innovation Hub and Green Innovation Lab, the development of biogas and biomethane directions, energy storage systems, as well as flagship industrial solutions — from a 12 MW biogas complex to a portfolio of BESS projects and participation in international programmes BIOMETHAVERSE (Horizon Europe) and Green Industrial Recovery for Ukraine (UNIDO).
