Biography & Career

Oleksandr Georgiyovych Dombrovskyi (born July 7, 1962, Kalynivka, Vinnytsia region) is a Ukrainian manager in the field of renewable energy, co-founder and chairman of the board of the public union (alliance) «Global 100% RE Ukraine», president of the company «MHP Eco Energy». Candidate of Economic Sciences, Honored Economist of Ukraine.

Former politician and statesman, People's Deputy of Ukraine of the VII and VIII convocations. Member of the National Security and Defense Council of Ukraine (2007–2008). In 2015–2019, he served as the acting chairman of the Verkhovna Rada Committee on the Fuel and Energy Complex, Nuclear Policy, and Nuclear Safety. Previously, he held the positions of the head of the Vinnytsia Regional State Administration (2005–2010), deputy of the Vinnytsia Regional Council (2006–2012), mayor of Vinnytsia (2002–2005), deputy of the Vinnytsia City Council (1998–2002).

Born on July 7, 1962, in the city of Kalynivka, Vinnytsia region.

In 1979, he graduated with a gold medal from Kalynivka Secondary School No. 3. In 1984, he graduated with honors from the Vinnytsia Polytechnic Institute (VPI) with a degree in «Automation and Telemechanics» (specializing in automated control systems in energy). During his studies, he was engaged in scientific activities (worked as a laboratory assistant and researcher in the scientific research sector of the VPI automation control systems department).

Later, he obtained a second higher education at the Institute of International Relations of the Taras Shevchenko National University of Kyiv, majoring in «International Monetary and Credit Relations». He defended his dissertation at the Institute of World Economy and International Relations of the National Academy of Sciences of Ukraine, earning the degree of Candidate of Economic Sciences.

He began his career as a researcher at the department of the Vinnytsia Polytechnic Institute. In 1986-1990, he held managerial positions in city youth organizations. During 1990-1991, he headed the department of foreign economic research of the Vinnytsia City Center NTTM, later he headed the foreign trade company «Center».

Since 1995, he has been the president of the joint-stock company «Podillia Business Cooperation Center». In 1999-2002, he worked as the director of the «Branch No. 2» unit of the production association «Southern Machine-Building Plant named after O. M. Makarov».

Political & Legislative Activity

In 1998, he was elected as a deputy of the Vinnytsia City Council, headed the standing committee on industry, construction, transport, and communications.

Since April 2002 — Mayor of Vinnytsia. During his leadership of the city, municipal reforms began.

In February 2005, he was appointed head of the Vinnytsia Regional State Administration. He worked in this position until April 2010.

In 2012, he was elected as a People's Deputy of Ukraine of the VII convocation in single-mandate constituency No. 11 (Vinnytsia) as an independent candidate. Worked on the Committee on Agrarian Policy and Land Relations.

In the 2014 early parliamentary elections, he ran for the Verkhovna Rada of the VIII convocation as a non-partisan candidate nominated by the Petro Poroshenko Bloc party. In the parliament, he joined the BPP parliamentary faction, but during the entire term he legally remained non-partisan.

In 2015–2019, he served as the Acting Chairman of the Verkhovna Rada Committee on the Fuel and Energy Complex, Nuclear Policy and Nuclear Safety.

While working at the Verkhovna Rada Committee on the Fuel and Energy Complex, Nuclear Policy and Nuclear Safety, he managed the development and adaptation of national legislation to European standards, in particular the requirements of the EU Third Energy Package (Laws «On the Electricity Market», «On the Natural Gas Market», and others).

The implementation of European directives launched the demonopolization of energy markets in Ukraine, the unbundling of supply from transportation, and paved the way for the future synchronization of the Ukrainian energy system with the European one (ENTSO-E).

Energy & MHP

After completing his political career in 2019, Oleksandr Dombrovskyi focused on developing and implementing strategies in the field of renewable energy, decarbonization, and decentralization of energy systems.

He considers renewable energy as a fundamental condition for national security, protecting sovereignty, and an instrument for ensuring Ukraine's geopolitical subjectivity. This strategy involves creating an extensive network of small energy facilities (mostly 2-3 MW), which integrate solar, wind, bioenergy, and energy storage systems (BESS).

According to Dombrovskyi, such a model («energy democracy») allows territorial communities and enterprises to independently meet their own energy needs, which significantly increases the survivability and resilience of the national infrastructure in crisis conditions.

Since 2019, Oleksandr Dombrovskyi has served as President of «MHP Eco Energy», and since 2020, as Deputy Chairman of the Board (Vice President) for Energy Innovation and Energy Efficiency of the MHP holding. He is responsible for the strategy of building energy independence for this international company.

Key directions and projects:

  • Bioenergy: In December 2019, the first phase of the «Biogas Ladyzhyn» biogas complex with a capacity of 12 MW was launched, which runs on organic poultry waste. The facility became one of the largest in the world in terms of processing chicken manure.
  • Energy Storage and SES: As of 2025, a portfolio of 16 energy storage system (BESS) projects has been implemented, including 4 industrial and 12 office systems. 14 solar power plants (9 industrial and 5 small) with a total capacity of over 15 MW, integrated with storage systems, have been deployed.
  • Energy Storage: Development of projects with a total capacity of 60 MW. In particular, in December 2024, the first industrial stage of a conceptual project in Ladyzhyn (2 MW / 4 MWh) with a target capacity of 25 MW was commissioned. This allows balancing the load and ensuring autonomous operation of facilities during network outages.
  • «Biogas 5.0» Model: A concept for the deep processing of agricultural waste, which involves the production of biogas, biomethane, «green» hydrogen, organic fertilizers, and the capture of «green» CO2 within a circular economy.
  • Digitalization («Virtual Power Engineer»): Jointly with the startup a-Gnostics, an Artificial Intelligence-based system was implemented for forecasting and optimizing the holding's energy consumption in real time.
  • «Organic Hectare»: A program for restoring soil fertility through the use of digestate (a byproduct of biogas complexes) as an organic fertilizer.

Oleksandr Dombrovskyi advocates for the synchronization of Ukrainian legislation and business with the requirements of the European Green Deal as the only way down to preserve the competitiveness of the economy and ensure investment trust.

Public & International Activity

Oleksandr Dombrovskyi is a co-founder and chairman of the board of the public union «Global 100% RE Ukraine». The alliance brings together key specialized associations in the field of renewable energy, ecology, and energy efficiency (including UWEA, ASEU, UABIO, the Ukrainian Hydrogen Council, ESCO Association, PAEW, and others).

The strategic goal of the platform is to achieve a complete transition of Ukraine to renewable energy sources (RES) by 2070, ensuring 100% RES in the production of electricity and heat by 2050.

Oleksandr Dombrovskyi actively advocates for legislative changes necessary for the development of the clean energy market. The Alliance cooperates with European institutions to attract investments in projects for the «green» recovery of Ukraine.

On the initiative of Oleksandr Dombrovskyi, the Research & Innovation Hub (R&I Hub) was created at «MHP Eco Energy» — a platform for research and implementation of innovations in the fields of energy technologies, energy efficiency, and organic farming. Main directions: research of BESS systems, integration of «green» hydrogen, AI, and Smart-grid.

A separate platform is the Green Innovation Lab, which conducts applied research in the field of bioenergy. It participates in the international BIOMETHAVERSE project, which brings together more than 20 partners from 9 European countries (funded by the EU under the European Commission's Horizon Europe).

The team is also participating in the Green Industrial Recovery for Ukraine project, implemented with the participation of the United Nations Industrial Development Organization (UNIDO) and funded by the Government of Japan. The project involves the development of decarbonization technologies, bioenergy, and carbon capture and utilization (CCU).
